Lyman Frank Baum (1856-1919) was an author chiefly famous for children's books, particularly The Wonderful Wizard of Oz and its sequels. This story is about the king of the polar bears who lives in the far North, where all the animals fear him. One day, some men arrive in a boat, shoot him, and take his pelt.
